The Housing (Scotland) Act 2025 received Royal Assent in November 2025, and its changes are being phased in over several years. Here are the dates every landlord should have in the diary.

The Act also introduces the power to designate rent control areas, plus new tenant rights to keep pets and personalise their home. Rent control will only apply in areas that are formally designated, and mid-market rent, build-to-rent and student accommodation are exempt from the framework. That means the picture will vary by area, so it pays to have an agent watching the detail for Renfrewshire.
